Extension of the end-term for bringing milk producing farms in conformity with veterinary requirements for livestock production sites

  In the latest State Gazette issue No 15 of 21.02.2014 , the amendment were promulgated of Ordinance No 44 of 20.04.2006 on the veterinary requirements for livestock production sites. The amendments extend the deadline by which milk producing farms should bring their facilities into compliance with the ordinance. The previous deadline term, which was 31 December 2013 has now been extended to 31 December 2015. To a great extent Ordinance No 44 of 20.04.2006 recreates many of the requirements of Regulation No 853/2004 of the European Parliament and of the Council of 29 April 2004 laying down specific hygiene rules for food of animal origin. The Regulation has direct effect and is applied by Member States with a priority to their domestic legislation. A reasonable question arises whether with the last amendment of the Ordinance our legislator places our country in default of its member state duties - to align domestic legislation with binding acts of the EU and to refrain from adopting acts of domestic law to contradict them.
